Luan is the giant radial off-the-road tyre brand of Haian Rubber Group Co., Ltd, based in Putian, Fujian. The company was established in December 2005 and builds all-steel radial tyres for mining dump trucks of 90 to 400 tonnes. Founder Zhu Hui and his team started in 1985 with OTR tyre repair, retreading and field service. He moved into manufacturing giant OTR tyres in 2005, when Haian Rubber Group was established in Fujian. In 2008 the company developed a 37.00R57 all-steel radial tyre. In 2015 it produced a giant tyre 4.02 metres in diameter and weighing about 6 tonnes. Its 59/80R63 dump truck tyre won a first prize for scientific and technological progress in the Chinese petrochemical industry in 2020.
Haian produced 10,400 giant OTR tyres in 2022 and 7,100 in the first half of 2023. Revenue was 1.457 billion yuan in 2022, up from 742 million yuan in 2021. Tyre sales made up 68.51 per cent of 2022 revenue and mining tyre operation management 31.49 per cent. Tyres of 57 and 63 inch rim diameter grew from 21.24 per cent to 42.58 per cent of sales over a few years.
The Shenzhen listing application was accepted in June 2023 and shares began trading on 25 November 2025 at 48.00 yuan each. The offer raised 2.23 billion yuan. Shareholders include Zijin Mining, Shandong Energy and Jiangxi Copper. After the listing Haian announced a majority stake in a Russian project designed to build 10,500 giant radial tyres a year, with a three-year construction period.

Haian is a Chinese national high-tech enterprise and was named in the first batch of green factories in Fujian. It holds more than 80 patents and received national-level science and technology progress awards in 2011 and 2015. Tyres are checked by X-ray and TKPH testing and trialled at mine sites before release.
Luan tyres go to mining companies, mining machinery makers, mining service contractors and tyre traders in dozens of countries. Russia grew strongly in 2022 after international brands left that market. In 2023 Kuzbass Fuel Company fitted Luan 46/90R57 HA162 tyres to ten 220 tonne BelAZ trucks and 33.00R51 to a BelAZ-75131. Haian reports service teams working across more than 180 mining pits.
All Luan tyres are built at Haian's plant in Fengting Industry Park, Xianyou County, Fujian, and the company produces to order rather than for stock.
