Blackhawk tyres are built in Sailun Group factories. Truck product pages on the brand site give the origin as China or Vietnam. Passenger tyres for the United States are reported to come from the group plants in Cambodia and Vietnam. The Cambodian plant has an approved capacity of 21 million semi-steel radial tyres a year after an expansion agreed in January 2024.
The parent group traces its origin to Qingdao University of Science and Technology and has operated for over 20 years. Tyrepress ranked it the 12th largest tyre maker in 2023. It runs four research and development centres and holds more than 460 patents.
Passenger car (Street-H). Street-H covers touring and UHP patterns including HH01, HH11, HH16, HU01, HU02 and HU71, plus the HH4S all-season pattern. HU02 alone runs to 48 sizes from 16 to 21 inch. The RS1 is a separate sport pattern.
SUV, 4x4 and van (Hiscend-H). On-road SUV patterns are HV61, HV71, HS01, HS02 and HT01. Off-road patterns are A/T, R/T, HA01 and HA11, with HA11 offered from 235/75R15 to LT275/65R20. HC01 targets taxis and urban use.

Blackhawk HU02 sizes carry UTQG ratings of 300 AA A or 400 AA A, which are required for sale in the United States. All LT sizes of the HA11 carry the 3PMSF winter mark.
